It could be a decomposing penguin. Someone once found a half-rottenhalf-shredded basking shark, and at first you can't identify it. If I find the pic, I'll show you.

It looks like a penguin, but I Guarentee its not. If you look at it, it looks like it could fly. Guess what penguins don't fly. If I had a better picture, to me it almost looks like a blue footed bobe. Which is a bird.

I have seen gulls, having lived in FL for many years, and that is no gull it does look like a penguin. If you have ever seen one in the water, you'd know that the appear to be "flying" through the water. The head seems too large for a gull as well.

This can't be a penguin, the wings are too big and are obviously designed for flying and not swimming. Must be some water fowl. Possibly a diving fowl. Most likely a member of the gull family. And no there is no such thing as a penguin-other bird hybrid, their mating rituals vary too greatly from other birds.

I believe DNA tests should be done and the animal be preserved. The animal may be a hybrid, a cryptid, or a regular animal.

Probably some sort of gull, like the paper said, but people are being a little over-dramatic. It might actually be a penguin. An escaped exotic pet, or animal from the zoo.
